Why is Tonks clumsy?

Her clumsiness is one reason I wouldn't be surprised if she turns out 
to be ESE!Tonks.

On the other hand, I've wondered about where Dumbledore could get a 
Care of Magical Creatures teacher on the spur of the moment. 
Nymphadora Tonks = Professor Grubbly-Plank, anyone?
