Tammy replies:

Mrs. Figg lied to give more credibility to Harry's story. Dumbledore
obviously expected a some sort of trumped up charges against Harry, so
he had Mrs. Figg testify that she did see the Dementors so she could
backup Harry's story. Dumbledore also, no doubt, knew that no one in
the counsel would have known that Squibs can't see Dementors... very
clever that Dumbledore :P
