Geoff:
I'm inclined to take the opposite view; I think if that was the case, 
Dumbledore was making a very dangerous assumption.

Amelia Bones is a legal eagle and strikes me as a pretty smart 
cookie. And I would imagine that Dumbledore, as the erstwhile Chief 
Warlock of the Wizengamot, knows her capabilities .
