Dumbledore did choose to be Headmaster, but did he
choose to be the leader of the OoP? I don't think so,
he was the only one who could do it, the only one LV
feared and the only one who knew so many people and
who so many people trusted. He took the responsibility
of the Order because nobody else could do it.
