Okay, I've been trying to find every reference to Mrs Figg in the books and elsewhere 
for the past half hour or so, but I really didn't find much besides the passage I've 
already quoted (PS2). In OP2, Harry asks her "all those times I came round your house 
- why didn't you say anything?", so that seems to imply he's been there quite a lot 
(which also makes more sense). But on the other hand, the Lexicon says of Figgy, 
"Used to babysit Harry every year on Dudley's birthday". And of course, since Harry 
has been around for Dudley's past 14 or so birthdays, that might be enough to call 
"all those times".

So, I really don't know. :)
