The timeline is vague, but it's possible that the incident happened 
after Sirius had run away from home. In which case Dumbledore might 
well have paused before expelling him - a boy with no home, no 
family, no wand and no prospects of legitimate employment could 
easily have concluded that his future lay in the criminal side of 
the WW. 

A Sirius who was kept in school and living with the Potters during 
the holidays had much more chance of staying out of Knockturn Alley.
