Now me Julia:

I'm from Europe, from Poland. I don't know how it exactly works in Britan
but in my country (and also other European countries - from continent) you
inherit property even if you are female. So when someone dies everything
goes to his closest person from family (or husband/wife). So IMO this is
Lucius wife who inherits Grimmauld Place 12. But as I say, British have
their own traditions so maybe in their country they have other system.
