There may be limits to how far you can apparate or you must know the 
place you are going VERY well. There may be other methods of travel for 
long distances we have not heard about yet or even laws in different 
countries that prevent some kinds of travel. Maybe Bertha had a 
apparation permit for the UK, but not one for Albania?  Like not 
everyone has an International Driver's License to drive a car in other 
countries then their own.
