I think Snape is there for three reasons: His own protection, to 
fight LV, and to protect/teach Harry. 

He may have started teaching in Sep, not long before the Potters 
were killed.  In that case he must still have appeared to be an 
active DE in LV's eyes.  OR, he may have started teaching after the 
Potters were killed.  DD knew LV would be coming back and may have 
had Snape come on board then.  Just as other "former DEs" made their 
way back into the MoM.
