I don't have the book with me myself, but I believe that the quote 
you are referreing to is DD to McGonagal, who has been complaining 
about her fellow wizards being overtly exuberant in their 
celebration, and DD says to her that they should be allowed 
because "we've had precious little to celebrate for the last eleven 
years" meaning that they've had very little to party over since the 
LV War began eleven years ago. 

Meri - who realizes that it is kind of a good thing that she's read 
SS 25 times...
