While we know nothing of James' family, we do know that Lily's 
parents "were proud of having a witch in the family." It makes sense 
that if they were still alive, they instead of the Dursleys would 
have taken Harry in - or at least been much more involved in Harry's 
life. For that matter, I can't imagine James' parents, apparent 
wizarding folk, ignoring Harry after GH either.
