Potion or not he would have transformed anyway inside
or outside. He tells Harry,

full moon, I keep my mind when I transform.... I'm
able to curl up in my office, a harmless wolf, and
wait for the moon to wane again."

So It didn't matter he was going to become a wolf. The
question now is was he safe or not? He didn't attack
Ron or the others he just ran into the forest. For all
the conspiracy buffs was it planned ahead as a
