We can do better than that. In US hardback edition of OOoP, pg 192 we
see a story from the Quibbler on Fudge. In it we have

    "Cornelius Fudge, the Minister of Magic, denied that he had any
    plans to take over the running of the Wizarding Bank, Gringotts,
    when he was elected Minister of Magic five years ago."

Now even though this is the Quibbler, I think they would at least be
correct about how long Fudge has been minister. Now this is the
start of 5th year of Harry at Hogwarts. So Fudge became minister
one year before Harry started at Hogwarts.

Also note that the Quibbler says Fudge was elected. It is not clear
who elected him - all wizards or only a selected group of them.
