We can't necessarily tell *how* she said it, or whether she's smiling.
The emphasis might be on "don't" and the pause for crogglement:

 Erm ...[how stupid ARE these people?]... I DON'T think so!

Or the emphasis might be on "think" if it's the fifth stupid question
in a row, and the pause for self-control:

 Erm ... I don't THINK so [is ANYBODY going to ask a proper question?]
