Why is it important that Snape be a vampire? He's much more
interesting the way he is. <

It seems that JKR wants us to understand that, like Kreacher,
every part-human is "a being with feelings as acute as a
human's." So what is it about Snape that would become less
interesting if he were a vampire?
As for "non-wizard" that would, I take it, mean "not legally allowed
to use a wand," which would provide an excellent reason for
Snape to disguise his vampire-nature, if he has one.
