Yeah, I got this one wrong. I was sure that I'd remembered D-Dore 
glancing at Snape before he did it, but I rechecked canon. I was 
wrong about D-Dore's orders.

But it is not exactly a secret that Snape was a DE. It was said in 
open court. Rita Skeeter was there. Fudge should have known.
