I don't think that Sirius knew that Pettigrew was alive until he saw him on
the front page of the paper when the Weasleys went to Egypt. A visitor gave
Sirius the paper, remember? And right after that he escaped. Surely he could have
escaped as a dog before this, but this gave him the motivation to do it. He
was heard to say in his sleep in Azkaban, "He's at Hogwarts, he's at Hogwarts."
Thus the photograph in the paper is the conflict that give POA it's entire
plot.
