I think the newspaper simply give Sirius the location of Pettigrew, notice
he is not muttering "he's alive at Hogwarts." I think Sirius believed
Pettigrew was alive but hopeless as to finding him until he saw the paper
which also revealed that Pettigrew had access to Harry.
