Off the wall character question

While I was rereading OOP for the umtinth time, I decided to write 
down the names of everyone that I came across (I know I need another 
hobby :P)
Anyways, I came across someone named Mark Evans...we all know that 
is Lily & Petunia's maiden name...is it possible there could be 
something there, or is it possible JK just didnt realize what name 
she was using?
