Okay, I don't really think Petunia is a witch.  But it
seems obvious to me that their parents either favored
Lily or Petunia thought they favored Lily (I'm
personally suspect the former).

So what if Petunia is older, and she got a letter? 
And she threw it away because she thought her parents
would think her a freak, or just because she thought
being away 9 months a year would make them favor Lily
even more?  Then Lily gets a letter.  And their
parents and thrilled and ecstatic and think their baby
is so special.  An already-bitter Petunia could get a
lot more bitter in a hurry.
