It could be the case of not having enough information or it could be 
both. I think that with the information we have right now - Neville 
has enough reasons to be afraid of Snape.

But, hey, there is always could be something more - like Snape 
participated in the torture of his parents, for example.

Then yes, his constant abuse of Neville in class pales in comparison 
to this.
