Who says the Half-Blood Prince has to be alive? Or a half-blood for 
that matter? The Prince could be a potion ingredient or a historical 
person for all that we know.

I wouldn't say that being dead rules Regulus Black out from 
being "the prince". Trust me he WILL be mentioned again, even if he 
is not the HBP. His date of death can't be coincidence.
