Maybe Voldemort's wand was taken by the ministry for safe keeping, 
and Wormtail figured out where (had Arther Weasley ever mentioned 
it?) and brought it with him. Seems like he could not have convinced 
Bertha Jorkins to go with him unless he had a wand and forced her to 
(Imperius Curse?). She would have smelled rat (pun intended) and 
refused to go.
