I agree, but I would add that Arthur knows Malfoy is a Dark Wizard and
a Death Eater who got away by claiming to be under the Imperius curse.
He may even suspect that he was LV's second or third in command.
Malfoy probably knows exactly what Mr. Weasley suspects and holds him
in contempt for being unable to prove it (as well as for being a
Muggle lover and a "blood traitor"). Plenty of grounds for mutual
animosity without Arthur having ever been a victim of the Imperius
Curse himself.
