Ah, but in the UK, you can't actually *get* your 'Provisional 
Driving Licence' in order to learn to drive until your 17th 
birthday...can't help thinking that JKR would be more likely to 
apply UK RW rules to her WW than, well, elsewhere rules...

However, had a thought about DD teaching Harry and Co to Apparate a 
bit sooner than legally allowed and it occurred to me that during 
the whole DoM battle, all the kids were most probably breaking the 
Restriction of Underage Magic law, as they were outside Hogwarts. 
(Have I got that right?)

At the end of OotP we see no repercussions for this law-breaking, 
which presumably mean that, with Fudge forced into an embarrassing 
retraction of his previous assertion about Lord Thingy, DD managed 
to negotiate the dropping of any charges against his students.

Is it possible that with Fudge's admission to the WW the LV is 
indeed back, DD has also managed to negotiate a slackening of the 
RoUM law for Harry, since it is clear that his life is in constant 
threat from LV now? A kind of no-questions-asked and no-sanctions-
applied situation should Harry use magic outside of Hogwarts, during 
that summer..?

This could then signal a general loosening of the Ministry laws with 
regards to Harry in particular, but perhaps also other Hogwarts 
students, as DD prepares him for battle.  If this is the case, I'm 
sure, as many people have suggested, that Apparition laws would be 
amongst thtose that DD, and the Ministry, would choose to ignore, 
for Harry's sake.
