This might also go some way towards redeeming the Dursley's. So far
Voldemort has killed Petunia's father (maybe) and sister so no
wonder they're all a bit cagey, they may feel as though they are
next in line. I mean look how they reacted to Dudley's dementor
attack.

TR kills his father TR Snr and his grandparents when he is still a
teenager; this we learn from the description of the Riddles' deaths
some fifty years prior to GoF.
This means, for TR Snr to have begun a second family after his ill-
fated liaison with Tom's mum, Petunia and Lily would have had to
have been born (or at least conceived) before 'their father's' death
in (circa) 1942-46. Lily, in canon, is in her final years of
Hogwarts in 1970-71, so cannot have been conceived before about 1952-
53
Okay, let's play with your idea a little -is it possible that TR Snr
did have a daughter with a Muggle wife, and this daughter grew up to
marry an Evans and have 2 daughters....? Don't know if it would fit
into the timeline, though think perhaps it might. That would then
make Voldy Lily's half-uncle (? correct me if I'm wrong).
Nah, not seing Voldy bothered about this vague connection, not
enough to spare Lily's life, certainly, and more likely to condemn
her as his hated father's granddaughter. That is, supposing he even
knows this much about her family heredity.
I fear this Lily-related-to-LV theory is leading us up a blind alley.
