I think this question will get a lot of answers! All of them 
different  I've seen a very good post that suggests Snape actually 
came to DD witin days (or even hours) of the attack on the Potters.

I tend to think he had been working for DD longer than that.  I don't 
think canon gives us a good idea.  We do know that someone in the 
Order had been spying for LV for about a year before the Potters were 
attacked, but that doesn't reflect on Snape's tenure. 

It also isn't certain if Snape came on Hogwarts staff before October 
or after, but I tend to think it was after.  I don't think we have 
canon on that either, just different ways of interpreting Snape's 
answer as to how long he had been teaching.

I re-read your question and it was specific to the Order.  I don't 
know if DD let anyone in the Order know that Snape was working for 
him back in the first war.  So I don't know if he would be considered 
a member back then.  

BTW, in PoA, does Lupin even know that Snape had worked for DD in the 
old days?  Afterall, Black didn't know Snape had been a DE.
