Actually, it looks to me that the plain star represents 'Halfblood' 
while the circled star represents 'Pureblood'.  If you look closely 
as Seamus's symbol, you see that it was originally a circled star, 
but that the circle has been lightly crossed out.  Here is the list 
of all known students with a circled star (Pureblood) vs plain star 
(Halfblood) vs N (Muggleborn):
