Perhaps he didn't want to compete with another Voldemort. Think
about it - when Harry and Hermione used the time-turner to go back
and save Sirius, there were two Harrys and two Hermiones in
existance for the space of a couple of hours, fully capable of
interacting with each other (as Harry2 did when he performed the
Patronus charm for Harry1).
Let's say that Voldemort (Voldemort2) did use a time turner, went to
Godric's Hollow fourteen years ago, and somehow stopped Voldemort1
from performing the AK curse on Harry. Whoops, now you have two
Voldemorts - and from what we know of Voldie, he does NOT like to
share power with anyone else! So you'll have Voldemort1 and
Voldemort2 locked in a power struggle with all its nasty
implications: divided camp of DEs, assassination attempts, etc.;
not to mention that Voldemort1 may think that Voldemort2 is a clever
plan of Dumbledore's, and just AK Harry anyway). Then Voldie2 is
stuck in a recurring time loop, dating from when Voldie1 tries to AK
Harry until when Voldie2 goes back in time to prevent Voldie1 from
AKing Harry. We have no evidence that time turners can be used to
travel forward in time, so likely Voldie would get stuck.
Plus, Voldemort2 was resurrected with the help of Harry's blood.
So, if he goes back in time and persuades Voldemort1 not to AK
Harry, but to kill Harry some other way - what happens to Voldemort2
once Harry is dead? Harry would not have lived to be transported to
the graveyard, where he played a role in Voldemort's ressurection.
So Voldie2 may wink out of existance.
Also, Voldie is probably aware of the dangers of time travel given
his level of knowledge and intelligence about magic; for example,
Hermione tells Harry in PoA that wizards have ended up going back in
time and killing their past selves, and other awful occurances.
Time travel is no doubt a highly unpredictable experience, and it's
possible Voldie didn't want to take the risks associated with it.
Going back a mere three hours is one thing, but fourteen years? No
doubt that's why Hermione knew they couldn't interfere with Snape
getting the invisibility cloak, Pettigrew's escape, etc. - because
the repercussions on the future could cause many, many problems.
Not to mention that we don't know how far back in time you can go
with a time turner - Hermione had to use "three turns" of the turner
to go back three hours; Voldie would have to turn the time turner
122,640 times (24 hours x 365 days x 14 years) to go back that far!
Assuming it takes one second to complete one turn, Voldie would be
turning that thing for 34 hours straight. Granted, we don't know if
there are bigger time-turners, or time-turners that go back years
instead of days, but I think time-travel would present more trouble
than it's worth.
Just my two Knuts (though considering the length of this post, it's
more like two Galleons)!
