Until this moment, I have always felt that Snape was likely involved
in the Muggle-baiting and was the one who flipped Mrs Roberts upside-
down in mid-air. But suddenly, I realized that it was more likely
to be Wormtail under that mask. He would have been imitating his
well loved pranks as a teen and has shown himself to be a part of
that kind of humiliation. We have no canon to say that Wormtail and
LV were actually at the campsite following the QWC, but we do have
LV's statement that he was well aware of the QWC, and that Barty
Crouch Jr was present. He states in GoF (The Death Eaters) that he
chose to wait until after the Cup was over:
'...then, of course, there was the Quidditch World Cup... I thought
his protection might be weaker there, away from his relations and
Dumbledore, but I was not yet strong enough to attempt kidnap in the
midst of a horde of Ministry wizards."' GoF pg 570 Canadian Ed 2000
He doesn't actually say that he was present at the QWC, but then it
implies that he was present and realized once he got there that his
mission would be impossible to accomplish. If LV and Wormtail were
actually present at the campsite, it is possible that Wormtail wore
his mask to "hide" in the crowd, and then slipped in to stir up some
muggle-baiting at LV's command to see how many DEs would be faithful
and jump into the game. That would clear Snape's good name.... :)
