Sue joins in on two points:
1. I always thought in this that Crouch!Moody understood the magic
behind the Darkmark and how it works. I figured Snape would assume
that real!Moody would understand the magic, know his past and how to
make it twinge. I am sure no one else could summon the DEs anywhere,
but they could probably make it sting. Good way to check and see if
someone is a DE, no?
2. Never thought about the possibility that Fudge sent Macnair to the
giants, but I like it. As they are working undercover, using Fudge
to send a legitimate group to "spy" on the giants and any friend of
DD who might be trying to reach them is a good ploy. What will poor
Malfoy do now that he has been "outed"?
