Actually there can be a way DD helps Harry acquire the wand without being the Puppetmaster!Dumble. Namely when he learnt that, somehow, Fawkes single wand-feather ended in the wand of Thingy, he could persuade Fawkes to donate another feather (or catch him sleeping and pull strong ;-)) and send it to Ollivander.
It could have happened either before or after Thingy's attack on Potters.
Afterwards the wand was left to its fate - to find Harry or better person (e.g. Neville).
