Hum-m-m can I toss in another two-bits?

Regardless of when Dumbledore might have suspected Sirius of 
betrayal, or where Sirius and Hagrid might have met up so Higrid 
could get the motorbike (as fellow Order members they might have been 
together when the news went out), Sirius himself might also just not 
have considered raising a baby on his own.  Sirius is a batchlor, 
he's in the Order so he's presumable in a high risk occupation (I 
know LV is presumed dead but lots of mopping up to do), and he might 
not have a settled home.  He's not likely to take baby Harry home to 
his mother to raise (shudder, she and Petunia might have found some 
common ground).  

Who else to leave deal with the baby but the older generation like 
Dumbledore, who (as teachers anyway) have more experience with 
children.  Even if Sirius hadn't been on a tear after Peter or 
suspected of betrayal, he might not have taken Harry to live with him 
until the boy was older.
