Carol:
Dumbledore thought that Sirius had been the Secret Keeper and had
betrayed the Potters. That's why he let him go to Azkaban and why he
tried to protect Harry from him throughout PoA. He was certainly not
going to give baby Harry to the man who betrayed his parents,
godfather or no. I think DD anticipated that Sirius might ask Hagrid
for Harry and that he told Hagrid not to give Harry to Sirius or
anyone else under any circumstances. (Probably DD didn't tell Hagrid
why he had to refuse Sirius. There's no indication that Hagrid knew
about Sirius's supposed guilt, though he probably did know about his
tendency to rashness and his hot temper.) And, of course, as Earendil
pointed out, DD had already made the arrangements involving the blood
protection at the Dursleys, which would be useless if Harry went to
Sirius or anyone else.
I agree with Earendil that Sirius knew he'd be a very unsafe guardian
for Harry, especially if he murdered Peter as he apparently intended,
so he accepted DD's arrangements, even giving (lending?) Hagrid his
motorbike to carry them out. In a way it's too bad that Hagrid didn't
know about the Secret Keeper arrangement because he would have angrily
confronted Sirius and Sirius would just has angrily have defended
himself. Instead he went off to murder Peter and, even though his plan
failed, ruin his own life.
