Well, I agree with the others that Draco could probably do a lot of magic before he entered Hogwarts, but maybe he has conjured a serpent before.  After all, he is in Slytherin.  Perhaps it's a house trick?  Maybe his father was a Slytherin alum, and taught him?  It seemed to me that he had at least heard of it before, as he didn't question Snape or ask for further directions.  He just nodded and did it.  Perhaps it isn't even difficult; just a bit obscure.
