I always just kind of thought that since the Slytherin mascot was a
serpent that it wasn't all that unusual for Draco to know that spell.
Kind of like the Weasley twins playing practical jokes in the
Gryffindor common room -- maybe the Slytherins conjure snakes and set
them on each other for grins.
