I also agree, and want to add just a bit of canon in support; it's
Lupin reassuring Molly just after getting rid of the boggart:
"Molly, that's enough," said Lupin firmly. "This isn't like last
time. The Order are better prepared, we've got a head start, we know
what Voldemort's up to --"
Obviously, this would be useless as comfort to Molly if the Order
didn't actually know what Voldemort was up to. They *do* want
Voldemort spending time and effort to get the prophecy. They guard
the entrance to the DoM, and they guard the only other person who
could lift the prophecy orb down from its shelf, and they wait. Of
course, once Arthur is attacked and Dumbledore realises that LV is
aware of the scar connection, DD has to increase the effort to keep
Harry out of the DoM -- thus the Occlumency lessons. And the rest, as
they say, is history.

1)what happens to Harry that year, and
2)how the Order exposes LV's return to the public and the MoM
