I don't have an answer to that question unless it's that the Order
members have moral and legal reservations about breaking and entering.
I personally think it's a shame the other prophecies were destroyed,
so my concerns are from the opposite perspective:
How can a prophecy be placed in an orb in the first place?
Can a duplicate of the Harry/LV prophecy be created from Dumbledore's
Pensieve?
What about all the other shattered prophecies? How can they ever be
replaced or restored? Are there no parchment records of what was said?
Surely the prophecies are regarded as important or they wouldn't have
a room to themselves in the Department of Mysteries. Why weren't they
better guarded? IMO Eric Munch, the security wizard, is about as
useful as Stan Shunpike. To be captured by him, Sturgis Podmore must
have been *trying* to be caught.
