We know it happened after, yes.  According to DD, people were 
beginning to feel safe, that is why it was so shocking. What we do 
not know is when Snape stopped participating.  He could have been 
trying to "out" the DE's who had not already been caught.  In all 
fairness to Snape (and as a fence sitter, I must try to be fair), he 
could have been trying to get away and get help but he was too late. 
Perhaps the reason the Longbottoms are alive at all is because he got 
the "right" people there in time to catch the torturers and save 
their lives but sadly,not their sanity.
