Interesting and thought-provoking as this theory is, the canon refutation is
pretty 
straight-forward: in OotP (sorry, don't have my copy available), the old
witch who is 
overseeing the OWL tests tells Umbridge that she, herself, administered DD's
OWL's and 
that he "did things with a wand I've never seen before." Hard to imagine why
she'd say that 
if it were Ron (or any of the other redheads)--they wouldn't need to take
the OWLs again.

Griselda Marchbanks administered Dumbledore's Charms NEWT, not OWL. They
don't take the NEWTs until the very, very end of seventh year. 

Something interesting about Marchbanks... When she arrives and is being
shown around by Umbridge, the trio is hanging around listening. When
Marchbanks is very pointedly looking for Dumbledore, expecting him to leap
out of a cupboard, Ron is leaning over tying his shoelace where she can't
see him.
