Actually, at least here in the US, there are many "laws" not made
by Congress. They are called "Federal Regulations" and are issued
by "the Alphabet Boys", such as IRS, FDA, FCC, and so on (for the
non-Americans among us, those are the Internal Revenue Service,
the Food and Drug Administration, and the Federal Communications
Commission). I suspect that the Muggle Parliament treats the WW
as such a regulatory body, with its own "laws", its own courts, and
its own enforcement officers.
