I personally think that is someone like Lupin had children, his
children would be werewolf cubs at first, but gradually grow into
a werewolf like Lupin. I think... if you understand what I'm trying
to say.

Interesting question, but one with neither a right or wrong answer since
werewolves do not actually exist.
The truth lies in the hands of the writer. Many say that the werewolf can
lead a "normal" life and raise a family. Others say that all children born
would be werewolves. Evidently Rowling feels that if Lupin has children they will
be werewolves.
