I think that the MoM doesn't monitor underage magic for students who 
are not yet Hogwarts students, since that magic is wandless.  
Remember, in PoA Fudge talks about how Harry blowing up Aunt Marge 
was an accident and has been taken care of, but he doesn't mention 
Harry's little act of wandless magic in Magnolia Crescent 
(saying "Lumos" only to have his want tip ignite from several feet 
away).  I don't think the Ministry detected that bit of magic, and I 
don't think they detect other children's acts of wandless magic, 
either.

I believe that Muggle students/parents get a letter saying, "Now 
that you know you're a wizard, please take care that no magic is 
performed in front of Muggles who have no knowledge of the wizarding 
world," since they know students will be tempted to experiment with 
their wands before school.
