only STUDENTS were forbiden to use magic under the
decree of Underage Wizadry.  ....  Now, I don't know if the ministry doesn't regulate
them too much because they aren't old enought to have
a wand, yet, and their magic can't do anything
significant.  But, I WOULD like to know why they are
allowed, and Hogwarts student's aren't.



I think it is about "a little knowledge is dangerous".  A half trained wizard or witch outside of the magical controls set up at Hogwarts could start some magic that was too powerful for them to control.  This could allow Muggles to find out about magic or someone could be hurt or killed by accident.
