Mandy is right and I misspoke. What's secret is that 12 Grimmauld
place is the headquarters of the Order. The existence of the house
was known, of course, by many people, not least Narcissa Black Malfoy
and Bellatrix Black Lestrange. That knowledge can't be erased.
The Fidelius Charm means that nobody other than the Secret Keeper can
divulge the house's status. Does it also mean that no one can deduce
its status from Kreacher's appearance and revelations about Sirius
Black? The difference between Godric's Hollow and Grimmauld Place is
that a lot of people already know that Grimmauld Place is the Black
family home.
Mandy:"LV may not know who the new members are, yet, but I doubt it
will take him long to find out. He will know through Bellatrix who was
fighting for DD at the MoM battle, so Tonks, Shackelbolt, and Lupin
along with DD and Harry are currently one the top of LV's Order
Members That Must Die List. I don't believe anyone can destroy a house
that is under the Fedealius Charm unless they have the Secret from the
secret keeper. So, hypothetically, Harry could destroy Grimmauld Place
but LV couldn't.
LV certainly knew he had enemies in the First War and who the
survivors are, you are right, but he may not have known the full
extent of how organized his enemies were. As to the new members,
Bellatrix is likely to know less than we might think. She may not
recognize Tonks and Shacklebolt, for instance, and she was in an
intense fight at the time. You'd be surprised at the things people
don't remember at times like that. Lupin's on the Must Die list
anyhow. OTOH, I'm sure Voldemort will find out, somehow, about
Kingsley and Tonks. It's important to keep him guessing how many are
in the Order and who they are.
I don't agree that the Fidelius Charm makes a house impervious we
don't have any reason to believe it. The secret is safe, not the
house, IMO, and Voldemort is not an "innocent until proven guilty"
kind of guy. (!) (As an aside, that's why I'm convinced Voldemort
would have killed both Harry and Neville if he hadn't lost his body
that night. Good enough for King Herod, good enough for Voldemort.)
