I think we're seeing this differently <g>  IMO, although Sirius may 
not need to do magic to remain in his dog form, it is still his 
magical nature that allows him to be a dog. Drained of magic, he 
reverts to human form.

Hmmm...that would be a stronger objection if Sirius had ever 
seen a  werewolf in its "natural" state. But he can't have.
