I did point to that problem in my first post : we just don't know how
the Seer gift works. It could be totally random, or it could be
dependent upon very strict conditions, and everything in between.
Consider the Parseltongue gift for example : Harry can only speak
Parseltongue when he's speaking to a snake, or trying very hard to
imagine that he's speaking to a snake.
So maybe Sybil does indeed happen to receive inspirations randomly, in
any time or place. But maybe a precise set of very specific conditions
has to be fulfilled before she can prophesy. We just don't know.
