Yes I agree he's using him to get to Lucius.  Also, I think Snape 
both approves of and despises Draco.  Approves because Draco has such 
a perfect Slytherin attitude toward the Gryffindors.  Despises 
because he's just like Lucius who didn't have the guts to be a good 
DE and get thrown into Azkaban.
