Valky:
The best suggestion I have heard regarding this is that the third 
time is during the Quidditch world cup when the Veela entrance the 
men and boys in the crowd. 
Perhaps we are given an opportunity to draw the parrallel and recall 
the Veela in thinking about the unforgivables, and hence probably 
the War. 
I can't remember, are they generally considered to be on the side of 
light or Dark.
