I had the impression that the Time Turner wasn't actually
McGonagall's own possession. She had to get permission, after all,
to allow Hermione to have one for classes, and Hermione had to
promise to use it *only* for classwork.
Besides, had McGonagall used it to save the Potters, I don't know how
successful she would have been. Besides, there are laws against
actively changing the way history has been laid out - had McGonagall
gone back to save them, she might have made the world into more of a
mess than it currently is. Was. Something.
(You know, that whole butterfly theory thing.)
